The Full 14 to 16 Qualifications Offer

Here’s where you can let us know what you think about our proposal for the Full 14-16 Qualifications Offer.

There are three proposals:

  • Skills Suite comprising an Integral Skills Project qualification and units in Skills for Life and Skills for Work. The Skills Suite will build on and replace the Skills Challenge Certificate qualification and replace any other publicly funded pre-16 qualifications that assess the integral skills. These bilingual, Made-for-Wales qualifications will range from Entry to Level 2. Individually certificated units will allow learners to take different combinations to achieve qualifications ranging in size and level.

  • Pre-vocational qualifications providing a choice of inclusive, bilingual pre-vocational qualifications from Entry to Level 2. These will be the only publicly funded pre-16 vocational qualifications on offer. They will develop knowledge, understanding and skills using practical-based approaches and an insight into broad occupational areas, providing a broad basis for progression to post-16 study and apprenticeships.

  • Foundation qualifications new qualifications at Entry and Level 1, to supplement Made-for-Wales GCSEs for learners who may not be ready to take a GCSE in all subjects. These qualifications will recognise achievements and experiences, support progression to post-16 learning, and enable learners to make the best possible progress. They will be the only publicly funded Foundation qualifications available in related subjects at the same levels.
