Consultation on the design requirements for new AS and A levels in Cymraeg and Core Cymraeg


We are seeking views on proposals related to the design of new AS and A levels in Cymraeg and Core Cymraeg to replace the current AS and A levels in Cymraeg (First Language) and Welsh Second Language. Specifically, we are consulting on proposals related to the key design features of the qualifications, including updated content and assessment.

When developing the proposals for the qualifications, we carefully considered the broader policy context for Cymraeg. We recognise the important role that future qualifications in Cymraeg can play in helping to realise the ambition of increasing the number of confident and skilled speakers and users of Cymraeg.

As well as specific considerations for Cymraeg as a subject, we have also considered the need for the new qualifications to align with our regulatory requirements for all approved AS and A levels.

To consider the potential impact of our proposals for people living in Wales, both now and in the future, we have collaborated with, and sought involvement from, a wide range of stakeholders through our engagement activities.

For each proposal, we ask the extent to which you agree or disagree and offer you the opportunity to explain your views. We also provide a rationale for each proposal which outlines the factors and thinking that contributed to their development. We have included the relevant consultation questions following each proposal in this document.

We have produced an integrated impact assessment as part of this consultation. We ask for your views on the potential impact of our proposals, including any impact on individuals or groups with protected characteristics and on the Welsh language.

Following analysis of the responses, we will publish a report summarising findings with our decisions in autumn 2025. Alongside these reports we intend to publish the subject approval criteria which WJEC will use to develop the qualifications. We aim to approve WJEC's qualification specifications, and accompanying sample assessment materials, by autumn 2026 to ensure teachers have sufficient time to familiarise themselves with the new qualifications which will be first taught from September 2027.

  • We encourage respondents to contribute their views to all of the questions in this consultation, including those in the integrated impact assessment. It is important that our proposals realise the positive impacts we wish to see and minimise any potential negative impacts as much as possible.  

    Following this consultation, we will analyse and consider all responses received. We will publish a decisions report and a summary of the responses. 

    Alongside our decisions report, we will publish finalised approval criteria for AS and A levels in Cymraeg and Core Cymraeg. These documents will be published in autumn 2025.
