Welsh-medium Qualifications Guide

Wales is a bilingual nation and as an organisation we are proud to support Welsh Government’s Cymraeg 2050 ambition, to achieve a million Welsh speakers. To support achievement of this, we are committed to increasing the range and availability of Welsh-medium qualifications so that our learners can take qualifications in the language of their choice.

To increase availability of Welsh-medium qualifications, Qualifications Wales has reviewed and revised its guidance relating to Welsh-medium Qualifications. Our revised Welsh-medium Qualifications Guide is designed to support awarding bodies in the development, delivery, and awarding of qualifications through the medium of Welsh. Its central aim is to assist awarding bodies to expand their Welsh-medium offer.

This guidance is advisory in nature, and its purpose is to support the gradual expansion of Welsh-medium qualification provision at a pace that suits available resources. Awarding bodies can read the full document or refer to sections as needed.

Overview of engagement being requested

We are seeking awarding body views on our revised guidance for awarding bodies relating to the development, delivery and awarding of Welsh-medium qualifications. This updated guidance is a consolidation of other existing guidance relating to Welsh-medium Qualifications:

• Guidance for Awarding Bodies on the development, delivery and awarding of Welsh-medium Qualifications

• The Cynnig Cymraeg – Active Offer

This guidance does not include our currently published guidance to support compliance with Condition D9: Welsh-medium Qualifications as this guidance was subject to Consultation in 2023. Minor amendments have been made to the Condition D9 guidance to reflect our approach to the designation of 14-16 qualifications. An updated version will be republished alongside the Welsh-medium Qualifications guide. Once finalised both sets of guidance can be accessed via our Regulatory Framework

We invite you to provide feedback on the content of our updated Welsh-medium Qualifications Guide by reviewing the attached draft guidance and completing the accompanying survey by 9 March 2026.

Once text has been finalised, we propose to publish this guidance in a new format. We are currently considering design features to make the document accessible and easy to navigate. Our questions invite your views on design and navigation features you would like to see within the guidance.
