Proposal 3: Foundation Qualifications
To provide Foundation qualifications at Entry Level and Level 1, to supplement GCSEs for learners who may not be ready to take a GCSE in all subjects.
These Foundation qualifications will:
recognise achievements and experiences
support progression to post-16 learning
reflect the ambition of the Curriculum for Wales
enable learners to make the best possible progress
be available in a range of subjects
have flexible content and structures
include a mix of assessment methods, with an emphasis on non-exam assessment
have a simple grading structure, such as pass/merit/distinction
will be the only publicly funded Foundation qualifications on offer in related subjects at the same levels
